Why does Finland have oil upkeep?

Not sure where the 1 upkeep comes from.

They start with a fighter bomber, but I always disband this and the oil cost persists.
It is very strange and a likely bug.
Another Finnish bug is that German lend lease doesn't seem to get there, even if Leningrad is Axis owned and the rail repaired. The game code seems to limit German aid to whatever can be transported by sea.

Not sure this is a bug. There are roads in the upper left of the map not railways. As such, you do not have a 9 supply value in the north east. Thus, trucks need to consume oil for supplies.

All units have an oil upkeep. Unless a country uses 0.4 oil or less they use an oil. It doesn't impact Finland that much as they are all infantry.

I must have missed this and I did try to read the manual. OK, I checked again and cannot find ANY information about this.
Best I can tell this is a bug where my disbanded interceptor still uses oil.

Any unit off rail will consume oil for supplies because it needs trucks.

Upkeep—After each turn, this displays how much production and manpower was used to reinforce and upgrade units and maintain them with oil. Any land, air, or naval unit in port not on a map level 9 supply consumes 1/3rd an oil to transport supplies to it by land. Naval units at sea consume their full oil use value as upkeep.
