The only available advancement when building a new HQ Unit is the Anti-Tank one; is that correct? The reason I am asking this question is that I noticed in all scenarios the initial HQ Units which a country starts with have the Assault advancement.

It is correct. The assault ones are corrected in the newest beta. So anti tank it is.
