Here is the railway around Kharkov.

We can see that the railway line is going north and south of Kharkov. The jonction with the railway line in the west is done one hex south of Kharkov.

Looks like the railway move does not respect the existing tracks.

The rail graphics are just for graphics. All rail tiles that touch and have a land connection work.
