After Romania surrenders, all the rail that isn't controlled by Axis forces is converted to Soviet rail. Shouldn't it all be damage, because the Russians are using a different gauge?

Romania not just surrender but had to join the Soviet side, including military forces and infrastructure. So it's historical correct. Switching gauge at the border should not be a main problem, if the rail was intact (i.e. not occupied by German troops before).
