Actually I am not really sure about this... according to the rules, Paratrooper need to be not adjacent with enemy to airdrop, but should channel be counted in?

as the picture shows, it is not allowed to paratroop while across the english channel there is a UK unit, however these two units are not really having possible battle, ZOC also dont cross channel.

You should probably post this in the beta forum as a bug. Because you are right, this looks like a bug. Not a big one though, but still.

What is your version of the game?
