[SOLVED] Random User Interface to embark units

Let's take this unit. I am asking it to leave Garrison mode.

The unit is in Transport ships.

Instead of embarking the unit, I am selecting another unit.

Now back to the first unit, that is no more in Garrison mode, I can't anymore embark them. The button is gone. So here, I am losing one turn to embark my troops.
What is the expected behavior? I think that changing the Garrison mode must disable the Embark button in any case.
