No rain on land

Perhaps WAD, but with latest beta (as of 4/25), Sept 29, 1939, lots of rain in the oceans, all land is clear. Intentional?

BTW, in case it isn't obvious, every land he is clear weather.

Here is the link to the new downloadable image with the Rain (cold).
The extra image impacts how it shows on the map.
And yes a sea zone can have all rain. It just represents bad weather in the area for these 2 weeks.
