It is strange, Odessa does not have the blue port supply icon. Did you just take Odessa within this turn?

No Odessa has been held for a long time.

Could you please check in the Convoys screen if any Axis (majors and minors) have a supply convoy?
My guess is that since Odessa is not surrounded by enemy forces, the system considers this is "main supply" acting and no "port supply".
And, since this is automated, I do not think the player has any control of this.

That is right the above. If I make it a port supply some situation will happen when main supply is better because XYZ.
