The upgrade values in the op.txt files have me puzzled. I assume they refer to IDS_AWARDs but, if I understand correctly, the US gets upgrades that the workbook says are German, and vice versa. What do those Op.txt upgrade values correspond to?

These refer to index values in data\base\upgrades.txt

Yeah, that's what I figured but the upgrades lists in most(all?) op files seen a little out of whack.
ex. Kasserine Allied/Axis upgrades:
0 1 2 3 4 5 8 11
0 1 2 3 4 6 7 9 10 12 13
1 is coded as the US marksman award. 2 & 3 are the GE and IT marksman awards. So, the respective upgrades lists should be:
0 1 4 5 8 11
0 2 3 4 6 7 9 10 12 13
or am I missing something?

Looks like a data entry issue for some of the stock scenario files. However it doesn't effect game play since upgrades that don't match a soldier/unit's nationality are ignored.
