When French surrender includes Vichy, Germany takes over a couple of French colonies in South American within the zone the U.S. has prohibited. Does this effect U.S. mobilization???

Nope, it will get supply limitation events (like the Crete ones for the allies) but no other issues, the US or UK don't even try to take it if played by AI.
