Playing Ger. I get MPP when France surrenders but nothing when Russia surrenders. There are some territorial gains but no MPP reward. Is this by design or a bug? Never mind Did not capture Russia Capital. Helps to read the manual

That's right, you only get plunder when a country surrenders to you, whereas Russia has pulled out of the war, which is a different matter.
