In what file we see what units and the probability that continue on fighting after their countries surrender?

We see that often, in the 1939 campaign, with the Greek Cruiser Georgios Averof, or some Dutch East Indies cruiser or sub.

These can be seen in the Free Unit event file.

I imagine that the air units come in "#LAND_PERCENTAGE= x", since there isn't a line for them.

That's right, air units count as land units for this.
