Finland - Who's Bugged Here, Game or I ?

Playing Allies for the first time. Computer announces the Winter War, says USSR at war with Finland. Yet I can neither move units into Finland and in the Politics menu the USSR has no highlighted option for anything. I'm at peace. Peace?? Let me at the Finns! [:@]

Is the same true for annexing the Baltics? Does it just happen automatically when it is time for it?
