Why is the RR from Hanoi to Kumning unusuable for Japan if occupied?

Is there a reason for this if Japan owned?

You should be able to Operate units via rail providing you have the MPPs and both resources are at strength 5 or higher, hopefully that explains it?

Kumning is 8 and Hanoi is 8. Plenty of MPPs. I've never been able to use this railroad as Japan in any game ever? Not sure if it is usable for the Allies? Anyone?
