Why are my bombers naval intercepting when set to "Bomb armies"?

There is a box in the upper left that you toggle between Full Support or Mission Only. If you don't want them to intercept you have to choose Mission Only.

So full support automatically means all types of missions? Seems I've been doing the air war all wrong.

Apparently so. You probably already know this but on your turn when you pick Bomb Armies etc. the units that you can attack in the mode you choose will highlight.

The mode decides the enemy action turn not the mission.
If I did the mission you would have to constantly swap the mission each turn for all bombers.
