Germany troop in Bremerhaven can embark in T1 and invasion Glasgow in T2, then a massive amount of unit could be deployed there in T3. UK have nothing can do about it.

This kind of unbalance would immidatly ruin people's multiplayer experience.

Or start with UK having a naval unit at sea and/or air unit where they can intercept turn T1.

The UK in their own turn 1 can lock this down and prevent the unit from being reinforced. But that will tie up a lot of assets. Even if the Germans lose that 1 division? Totally worth doing. I'd do it myself, every time, now that I know it's possible.

Just rail in one of the other garrisons...

No problem, disembark near Glasgow in T2. If a garrison popups in Glasgow, in T3, fallback to Mallaig that is not protected. Thus, do not forget to protect Mallaig as well.

I put a unit in there. Historically they had 2 divisions.
