I had London garrisoned with a Canadian unit. I wanted to move one of the 4 AA guns emplaced in London to another location. First, it didn't let me move one, I had to move all 4. Second, the AA guns showed up the next turn in the Canadian force pool, not the UK. Now I can only deploy them to Canada.

I recreated this issue in a hotseat game. I garrisoned Berlin with an Italian unit, removed the AA and they showed up in the Italian force pool.

Yep it seems this is all AAA or nothing.
