England has fallen, but not Scotland. No matter what I do raiding does not work.

Started with latest official patch (the "bugged" Italian option scenario). Currently using latest beta patch. Same game that has the merchant marine problem.
Western Allies occupy/control Scotland and Norway.

Next turn naval raiding works again. I have no idea what was going on in that game.

It's a multiplayer game sadly. Back to normal now though
