Morale levels in mods

Dear team,
I assume in the game that it is possible for any unit to reach 99 morale. Many units of course start off that much lower levels which is very useful when creating scenarios. I was just wondering if you could tell me what are the greatest factors on improving morale? Also is morale more important than experience. In other games like what in the West and more in the East morale is probably more important than experience. Any advice welcome.
