Issue with Axis plane supply in Russia

I find that my planes are sometimes in low supply like 4 even though supply map shows 8 or something. Is there some hidden plane supply mechanic I'm missing?

Planes only draw additional supply (over intrinsic values) from the HQ they are attached to. So being close to a different HQ doesn't give them better supply.

So when I move them they must get detached?

In some cases you may have to adjust HQ attachment control, especially as you move units around the map, to ensure your air units are properly attached as desired for maximum supply.
