I'm in to my 3rd PBEM game as the Allies and my friend has always used the all France strategy. We are wondering if the Axis declare Vichy whether they get the PP's from the cities and mines within Vichy.

If not then one of the benefits of the all France strategy is the PP's that would have been in Vichy.

Germany does not get the MPPs from Vichy resources. It's a way to get more MPPs for Italy if the Vichy option is taken and then Italy DoWs them and captures Vichy and Monaco (with German help). Obviously, they do when they occupy the same resources and France has not yet surrendered. Resources only give MPPs when the country in which they are located mobilizes.
