What determines if Gerry gets Los Palmas islands?

Should I stay or should I go? What's The Clash have to do with the island port of Los Palmas? It's a great place to vacation for Nazi U-boats. Some games you get, others, you don't.
So the question is: What causes Nazis to get port of Los Palmas?
Guessing it's random.

The manual says: "Paris is in Axis hands and Spain has a pro-Axis leaning of at least 25%, Franco will allow Axis vessels access to the port of Vigo in northwest Spain and Santa Cruz in the Canary Islands." So, Santa Cruz is probably Las Palmas. I mean, there is no other ports in Canary Islands in this game.

Santa Cruz is probably Las Palmas.
Santa Cruz is in the Island of Tenerife, while Las Palmas in in Gran Canaria. In the game scale it is difficult to represent both islands.
