Reorg problem Italy oil V03.01.00.05

Italy has been at war 2 turns and both turns the oil turn skips Italy and does not give them the option to reorg any units with German oil. It gives the message in the picture. I assume this is because Italy starts with no oil in mainland Italy. The Italian oil is in Tripoli but this should not prevent the window appearing that allows Italy to use German oil. Will post the save in the 2nd post.

Just advance thru to Italian Oil from German Oil

Same happened to me with Free France. They had oil in New Caledonia that they could not use, but there was no opportunity to use Commonwealth oil because the panels with the oil use checkbox never came up.
