Repairing destroyed oil

Engineers on oil that has been destroyed do not seem to be repairing the facilities. Rules do not state specifically, but I assume that having the engineer in place for a production cycle would repair the oil wells (like they do major ports and factories). In my game, Soviets destroyed their on oil so the Germans would not be able to use it immediately... however, when the Germans got the engineer in place, the facility still did not repair. Same happened with NEI oil when the Dutch destroyed it and the Japanese brought in an engineer to repair it.

I have been able to work around by altering the GAM files, but unless I am doing it wrong, I think this is a bug.

From RAC 22.4.11

If a printed oil resource is destroyed, you can repair it. This costs 4 build points and takes 2 turns.

Costs 4 BP and is done during Production Phase, counts against Factory Gearing Limits I beleive

I suspect that this is because you play with the construction engineer option. (A real pain in my humble opinion)

The construction engineer has nothing to do with repairing oil. The engineer only repairs captured major ports, and captured red factories.

The engineer doesn't repair damaged factories either. Not even damaged red factories.
