As the Allies if I declae war on Indochina how does that effect the Railroad supply from the US?

If I capture Hanoi does it open the supply?
Does it close when I declare war and reopen if I take Hanoi?
Does it stop the Vichy event of giving it to Japan?

Some answers to these questions can probably be found in the Strategy Guide, particularly looking at any Decision Events relating to this area, though the best thing to do might be to test these things out in Hotseat mode to be sure.
