What is the percentage chance of "Fleet not found" when attacking fleets in port? In clear weather, I have had what seems like too many instances of "fleet not found." I would think when attacking a port, except for bad weather, these instances should be very rare. Just curious.

It is based on the recon level. If I allow it all the time planes will wipe out fleets at will. There are many variables that go into a port attack for it to succeed.
