Army hq TOE %

I just noticed that my Russian Army hq's are all averaging around 78% TOE, a little better for the Shock Armies.
Any idea why they are not filling up the TOE to near 100%.
Did they just change the TOE?

I would first ask what the rest of your units are set for TOE? How much is in your manpower pool? In your situation you have to regulate the TOE of everything with the HQ's always at 100% and cascading down from there to units of importance with a higher TOE based on your manpower and loss in the units to get a proper setting.

TOE change is turn 50, just checked, but it's just an increase in support. And agreed with HLYA if you have global shortage and units on refit they'll probably get all the manpower in refit segment A vs. HQs in refit segment B.

Yeah, my guess would be manpower since that is usually the only limiting factor for filling up HQs.

If tOE changes on turn 50, maybe would explain the drop to 78% as they are not yet getting refilled to 100%. This is for all my Army hq's.. so this makes sense. Stavka is at 96%.
I will follow and report back if this is not correct.

follow up
most toe's bumped top 80% at next turn, so slowly increasing.
must have been toe upgrade which Russians need to be aware. Maybe this is also why fuel is coming up short

I think HQ TOE just impacts leader rolls and support squads so shouldn't have much impact on fuel supply. But you might want to consider reducing max TOE for some other units so your HQs fill back up close to 100%.
