UK and France out of oil - help!

It’s late ‘39 and both UK and France are out of oil. How does this happen? Upkeep exceeds production plus imports? How can I remedy.

Both countries start with an extremely small stockpile, 98 and 30. Fleets and to a lesser extent air and armor use a tremendous amount of oil. Use rail to move air and land forces whenever possible. The RN shouldn't have too much to do in '39 so be judicious in your deployments until your stockpile builds. It won't take that long. Double click on a fleet and you'll see the total oil use for the stack at the bottom of the display. BB's are guzzlers! Watch your deployments carefully and the UK will even be able to export oil to France to get their navy in the war before the real shooting starts.

That’s great. So to be clear, if you don’t use fleets, air, armor the usage should be zero? What causes the need for upkeep expense for oil?

Any land, air, or naval unit in port not on a map level 9 supply consumes 1/3rd an oil to transport supplies to it by land. Naval units at sea consume their full oil use value as upkeep.

I am usually doing a trade between UK and France to give them oil to move their fleet (just like a normal German player will do for Italy).
