Austria-Hungary defeated due to low morale, but now encountering problems with PL, CZ, and Hungary

To make a long story short, I've been playing online through PBME++ and encountered some rather strange issues.
In this game I am playing as the entente, and although Russia fell due to Bolshevism, prior to this I was able to advance deep into Transylvania with my Romanian forces. However after Romania surrendered and their army disbanded, I could not advance serbian, french or english units into the area of AH previously occupied by Romania: even though it was still controlled by the entente. The Albanian detachment may be immune to this phenomena but I am not certain.
I still have no idea what mechanic was at play, but trucked on and shortly-there-after, forced Austria-Hungary to resign due to low national moral. However the problem seems to have arisen again: this time although Poland, Czechoslovakia and Hungary are fully mobilised and members of the entente, they are unable to advance into Germany, or attack any of the neighbouring german units.
Seeing as it's only my first turn since AH has surrendered, is there just a waiting period to attack / advance into Germany? Or does it have something to do with Poland / Czechoslovakia being minors of Russia who has already surrendered? (obviously will take a couple of turns to get the Hungarian units to the German border so maybe they are a different story as they are a british minor).
