No naval units in a game with oceans? This so far looks like an extremely ambitious alpha release with no funding behind it.
Is there going to be more to the game when the Steam release comes?

Yes, no ships. But maps in this game don't have big oceans and i think there are no islands as well.

The developer clearly states naval and air will come if the game sells well.

This game already has a ton of VERY polished content.
