Suggestion: unlock heavy industry for the private economy

At the moment they only construct light industry. It would be nice if they could construct heavy industry too.

Reason: Specializing in commerce seems to be too weak regarding the number of economic buildings the state has to construct, as privates won't.

It also makes sense to have the industry in private hands.

An extension of the reach of the private economy is an interesting idea for the possible-future-feature-list.

Well, what is the point of the commerce culture if the player is not supposed to focus on the private sector?

In the current patch, it is only viable to go for the bureaucratic culture as private economy is not allowed to invest into industrial assets, which are CORE part of the economy & military.

Further suggestion: Auto buy/sell of resources with price options and the lower price difference between buying/selling.
