Staff Council not completing OOBs

I've been having great fun finally playing this, but have come across a strange situation where my staff council has discovered two new OOBs and developed them to 100%, but they have not been declared in the beginning of turn announcements as done, and I still only have the three initial OOBs to recruit. I discovered light tank army first, and wondered why it hadn't completed after a few turns. In the Empire Dashboard page it showed that it was 100% researched, so I called the council head and changed the research to another discovered OOB in the hope that this would release the first, but that didn't work. I even switched it back to the first one but that did nothing either. So is this a bug or is there some special way of completing the development of the OOBs so I can use them?.

Could you send me over a few autosave games to vic@vrdesigns.net ?

Sounds like something is not working as it should.

Could just repair this in time for public beta 1 tommorow.

Thanks for the files Paul.

In fact it is working as it should.

But there is a glitch in the report. The values to the right and the progress bar are the REAL ones, the values to the left with the 100% have glitched.

tommorow there will be an open beta patch posted with this fixed.
