Leader happiness - a feature/stat request

While reading about Leaders and skill rolls, I noticed this line in the manual:
"Furthermore, the result of ANY Skill Roll will be modified by: -20/+20 depending on your Relation with the Leader."
I wanted to propose that there be a sort of neutral area where the relation doesn't change the die roll.
Keep in mind this short sentence in the manual may just need to be extrapolated on; if what it's trying to say is that the roll will be modified by a number between -20 to +20, scaled to how much they like you then I just misunderstood what it is trying to say.
