What is LIS?

Seriously. The question is that stupid.
I can't figure out what this TLA means or stands for even though it's mentioned everywhere in the game.
Every thread I search for here uses it, but there is never a definition.

If I'm not mistaken it basically means the number of truck points flowing into a hex, which you can see by selecting the initial supply points layer.

Yeah, I think you're correct but there's a weird situation in my game where even though I have supply(?) points flowing into a hex from zone 1, because the hex is in zone 2, weirdly it says it doesn't have LIS. The city in zone 2 doesn't have supply points coming out of it even though it does have a supply depot. Probably missing fuel... but I digress. That is a whole different infuriating problem. So there's something more to LIS than just looking at the supply points on the map.
I'd still like to know what LIS means.

Supply Bases only extend the flow of logistic points a little way, but do not generate more. If there is no truck station in your second zone, I'd advise you to try and build one there. That only would increase the amount of logistic points.
At this stage I'm just assuming that truck points (as they are called in the roadblock tool), logistic points (as I call what you can see on the various logistics map filters) and LIS are the same, but I concur with you in that I'm curious as to what LIS means exactly.

Can you post a link to a screenshot showing your problem? Might be able to help.
