How does SHQ send items to other zones?

I ask because mine isn't.
I need raw resources in my neighboring zones in order to finish projects and get supplies to my troops.
I have items going into the SHQ. The SHQ has a stockpile of every basic resource. But my other zones just don't receive anything. It's so bad I just spent all my money buying fuel and a few other essentials just to *make sure* I had more than enough. Still nothing goes to the other zones. For example one project complains about a lack of machinery even though I *have* machinery at the SHQ zone. Ditto for fuel, metal, etc. Do cities and zones need to be connected to the SHQ via logistics points?
This problem destroyed my game. I couldn't get anywhere. I looked at the logistics map every way I could but somewhere along the line everything simply shut down with no warning. My SHQ/capitol used to push logistics points solidly to the neighboring cities and now it just fades out. Is there some kind of turn duration? Like would it take more than 5 turns? I just have no idea. I've messed around with the traffic signs. I'm grasping at straws for an explanation.
