I have industrial points. I want dirt roads.

I left click on my main city. I right click the square away from it to build one road on one hex.

I tells me the cost in the bottom left.

Left or right clicking does nothing. What am I doing wrong?

So... might have been looking at my metal stockpile and not my industrial points...

Good news is I build a road!

I have the same problem even with enough IP.. are there other constraints than IP?

Make sure you're building from your SHQ outwards. That means that you need to be connected to a road network already connected to the SHQ. You can't build from the outside in, so to speak.

Its probably an AP Penalty on the Hex. Or in other words a Hex you conquered this turn. A Hex has to have been in your control at start of turn in order to build a road on it.
