I have taken a minor territory. Several turns after the conquest several rebel unit spawned. One of which I am unable to attack no matter what I do. It's like that hex is a hole in the game. Any Ideas?

That seems like a bug, I should suggest you to make a report on that sub-section and send an email with your savegame to Vic.
