"Recon" on a minor power?

I want to propose protection but it says I need a recon first. How is that done?

I used a spy and successfully infiltrated but it still says I need to recon, how much time does it take for the "full" infiltration?

How do I know where the "border" is? I've got some minor units next to me and it says it's their territory, but obviously a border moves when a unit pushes it.

A border is a dotted line. The strategic map gives you some options to select a regime's territory.
In my current game I have two spies infiltrated in a neighboring minor regime and have 1 recon point on each hex in its territory. If this is not sufficient, my best guess would be to have three, but I've not reached that stage in any game I've played yet.

Just bumped into this as well.

I had 3 recon on their hex just across the border, which is more than 1.

According to the manual, if your relations with a minor regime are still "unclear" you need to actually have contact with one of their units or locations to get regime recon on them. Or use a spy.

After infiltrating, the spy will add to the recon value after you end the turn.
