A message flashed up a the start of my last turn saying I could now design new formations.

I can't see how to, and all the manual says is that you need to 'Operationalize' them.

Can anyone give me a clue? If not, just say Dastactic and I'll continue slugging through his vids...

Operationalizing just means "make buildable". Just like any other research item, you need to first discover it and then research it separately before you can build it.

You need a staff council to discover and operationalize OOBs. So just found one, make sure it's properly funded and then it'll give you a decision asking which OOB you want to operationalize.

You need the Staf council to research new formations, some of them are for OHQ and others for independent units.

Ah right, so as I have a staff council it's just a matter of waiting
