According to my secretary's report, the old majority had various bonuses due to Population, Worker and Soldier support increase. Workers and Soldiers did indeed vote mainly for the old majority, but there was a massive landslide in the Population's vote in favor of the old minority which won with 83% of the votes (whereas at the start of the game it was along the lines of 51/49 in favor of the old majority).

What am I missing here? I will mail auto-saves for turns 01 and 12 if appears it is indeed not working as intended.
