Militia Commerative Plaque event text is confusing

the event text says it grants +8 Government points to militia units, which i intepreted as granting a boost to the Militia regime profile or perhaps the Militancy of my zones. Instead, it only seems to give my on-map militia units a +8 morale bonus, which doesn't seem very related to Government at all.
