reserve activation

have not looked at rule lately but:
when did sister corp units reserve activate for a battle when they have no units involved in the basic battle.
Here 2 panzer DIVISIONS (no less), activate.

It’s definitely possible. IIRC they have an even more difficult MP multiplier (4x instead of 3x?) to commit.

per section 15.5 of the updated manual:
The command organisation plays an important role in determining any reserves committed to a battle. The lower the Command Battle Modifier (15.6.3.4), the higher the chance the unit will be committed from the reserve (especially those units with a Command Battle Modifier below -10%). This means units attached to the same HQ as battle have a better chance of being committed than those attached a higher HQ. There’s also a better chance of motorized units being committed as you would expect.
It doesn't say they
won't participate. It says they have a
lower chance of participation but motorized units have a better chance to commit. So, a lower chance but offset by being motorized probably explains your results.
Nice to know actually, for reasons of whether or not you want your motorized units participating as Reserve forces and the possible rout exposure should their morale be lower than 55.

Hot off the press
another new one for me.
Never knew reserves could make it to the battle passing thru the enemy zoc to do so.
here another stray corp panzer comes to help in this 'soak off supply ' battle.

As long as they have MP to reach and the commander made the roll, pretty sure they can participate.
Looks like you assaulted into a prepared German defense as apparently most those divisions had tons of MPs available.

A quick look at the updated manual fixes this:
15.5.1. Reserve Unit Commitment
Reserve commitment is based on expected CV of the battle. To be committed in defence, a unit in reserve mode must be within 6
hexes of the battle hex. To be committed to an attack, a reserve unit must be within 3 hexes of the battle hex. A unit in reserve mode
may never commit to a battle if it is adjacent to an enemy unit. If the above commitment prerequisites are met, the unit must then
check to see if it has enough MPs to commit to the battle (15.5.2). If it does, then the unit must pass a leader initiative check to be
committed to the battle. The unit must also pass a check based on the MPs to be expended such that Die (MPs to be expended if
committed) must be less than or equal to Die (units MPs). For Soviet on-map artillery units there’s +1 to the leader initiative check
provided the unit has expended no more than 6 MP. As the MP are subtracted at start of battle, the net effect should be that on-map
artillery have a better chance of being committed early in the action phase.
A unit may participate in multiple battles in the same turn as long as it meets all of the requirements and has the MPs to expend. Units
in reserve mode that participate in a battle that is lost have their MPs reduced to zero, so will be unable to participate in any
