They should be the same numbers you see on the units normally, right? It's the amount of troops of the unit divided by 100.

Looks like an estimate of the unit's power.
The calculation might involve morale and readiness, and possibly equipment, and thus not match headcount exactly.
I apologize if I'm sounding vague, that's just my somewhat educated guess.

They represent the number of formations.
So 10 can be 10x100 Infantry or 10x10 Tanks or 500 Infantry and 50 tanks or any other combination that equals 10.

Relative power like in stellaris. Bigger number mean bigger stack the only trap is GR unit as they wipe out your tech 3 easy.

They are called Power Points, and you can see them in the 'transfer between units in the same hex' screen, as they are the atomic entities you transfer.

GR = Galactic Republic => Pre-Collapse, Hightech units and artifacts.

These numbers can be wrong depending on recon. And Trucks are basicly 1000 guys despite being 100 trucks.

JDane is the only one that provided a somewhat useful answer.
They seem to reflect the number of unit stacks modified by *something*.
The are NOTsimply the number of stacks/troops in that hex.

Can you show an example where that is not the case.
It worked out for all units that I checked.
You can also see the composition of a formation in those units (Power Point = 100 men or 10 vehicles) when you raise them.
