Distant private construction halts the economy

I noticed that my private economy stopped building new assets, despite having thousands of credits for it. So I investigated the issue and found that the private metal mine that's very far away and is outside of my logistics coverage is stuck in "construction" mode and is blocking any other new assets to be built.
The correct behavior should be the private asset construction in question to finish construction phase (it is their *private* problem how they do it [;)]) and then production to be 0 due to lack of logistics. Or something along those lines. The private economy is not controlled by a single citizen so other people should have their turn at constructing new things in the zone.
Stopping the entire private industry due to this is obviously not a behavior to be expected or desired.
