Promise to hold a special hex

This commitment should really communicate that it is not enough to have the hex within your borders, it is apparently necessary to have it connected by road.
A reasonable requirement, but since this tends to come very early game, the additional requirement has a lot to do with the feasibility of making such a promise.

No a road is not necessary. Done it many times, never built a road.

I just did it wihout a road. I got it on a moon, so for once it was close enough to do.
The hex even was within my logistics zone.
I just keep the original militia that had spawned on it there the whole duration of the quest.

Ooh, yes you might need to build part of a road, that's true. I thought you meant a road was needed actually all the into the hex you need to hold.

Either it needs to be in supply, or you need to have a unit on it. Wich is almost the same thing.
Since a unit spawns on it and there are two timers (occupied time time and remaining quest timeout), I am guessing you need to have a unit stationed on it for the entire duration.

No you do not need a unit on it, but it just needs to not get taken. So it's very safe to have a unit on it.
And yes building a road towards that general area would often be needed yes. Just not necessary for the demand. Just for the circumstances.

In that case, it is just the reminder message that is misleading.
