What does define "Private income/capita"?
In some games it skyrockets over 20 (0,020), in other is keeps being stuck at 1 (0,01)
If it is a simple zone Privateincome/population this means that all these QOL buildings do not generate any income for their workers??

In games where it's stuck low your neighbour may have a great city everyone migrates too.
You can counter it by increasing the worker salary and building stuff so the workers have jobs.
In any case, what do you mean 'define'? It's basically the amount of money the Private Sector has to build stuff with. Read page 111 or Section 4.3.8 of the manual. Also Section 5.3.20.

I do not talk about "Private Funds". The topic is "Private income/capita"
The depicted city is by far the biggest city on the planet. And also the most developed in QOL.
The income/capita is stuck at 1 per 1k pop. Also, the income from wages seems to be only from state salaries. This means that private industry is not generateing any income and all the private population receives no salary.
