Is there a problem with the sound engine?

Here's why I ask:

I have a walker. Every time I tell it to move, the sound volume is shockingly loud at the beginning, then it seems to smooth out. It's so loud compared to many other sounds it makes me jump. Does anyone else hear it this way?

Anyway, no problem, I think. I will mod it. I open it in sound editing software. Much to my surprise, there is no big spike in amplitude at the beginning. The whole thing has been compressed to be the same volume at all times.

What I did was, reduce the volume of the beginning part even more. I no longer jump.

But where is that sound spike coming from? To me, it sounds like there is a compressor on it with very slow attack. The sound turns on, the compressor hears it, says, 'boy, that's too loud' but is slow to react.

Or am I imagining the whole thing? But I get that same impression with other sounds too, but am too lazy to find them and look. And none of any of my other games have that problem.

Not a issue with the sound engine, just with the Audiofile sentinel_move.
