Units Troops Size to Big?

For my imagination, for my idea of a post-apocalyptic scenario the units are way to big.

Right now we come across Marauder of 9,000 men!

Battles with our militia (a counter with 1600 men and 20x artillery [20x with artillery means 200, or even 2000 artillery?]) - that would be a lot of extras with Mad Max!

Nope. 20x artillery actually means 20 artillery guns.

Shadow Empire Manual 3.3.4 Units, page 39

'4 The number signifies the number of Troops the Unit has. 1 point signifies
either 100 infantry or 10 tanks/vehicles or guns.'.

So something misleading here.

For my post-apocalyptic idea, the head strength of the infantry remains still too high.

No, that unit has two Power Points of artillery, that makes 20 guns.
