"Luxury Products and Services" - what is the source?

On the Population Happiness, I often have a modifier called:
"+X due to luxury products and services"
I first asumed it was the effect of having higher QOL then Civilisation levle (wich is a fleeting bonus). But I also have it - and sometimes the biggest - in Civilisation and QoL 0 cities.
Has anybody an idea where it comes from? I searched the manual but could find nothing.

It's the private metal and oil asset converted usually. They buy some from trader or produce it themselves. You can see that on the zone report at the bottom.

To be sure I understand you right:
"Luxury Goods" are private Metal and Oil reserves.
If there are no private assest to produce those, they will buy some from traders usign Private Credits.
Is there any way to get them to buy more of those? Not upgrading the city, so they run out of buildings perhaps?
Up to what level (money, happiness) will they buy it?
I want to know how to game this part of the System, as it may be the only lasting source of happiness.

You can find some details regarding this mechanic in manual section 5.3.20. Notably, the range of resources the population buys to turn into luxury goods increases with tech level.
