How do I assign commanders?

I have several unassigned characters and just formed an infantry brigade, but cannot for the love of me figure out how to assign a leader to it.

I have several unassigned characters and just formed an infantry brigade, but cannot for the love of me figure out how to assign a leader to it.
I don't know a general method, but for every formation I made I got a decision next turn to assign a leader to it.
